Terri is also promising to stop abusing eminent domain. Nice work in defining the issues a bit Terri, lets go one step further and promise to freeze property tax increases for 2 years, after that taxes can only be raised at a set cap number in line with the cost of living index. Meaning if the cost of living increases the city must hold the line and if the cost of living is reduced the city may (key word "may" doesnt have to) increase the budget.

Seems pretty reasonable to me. Any ideas?
