New Ariz. Senate leader wants to tackle budget first

Senate President-designate Bob Burns said Wednesday he would like to overhaul the Arizona Legislature's budget process next session, requiring lawmakers to pass a spending plan before any other bills can move forward.
In previous years, lawmakers have worked on transportation, education and other legislation at the same time they negotiated the budget.
"That might get people to focus on the budget more and that's what we need to focus on," Burns, a Peoria Republican, said during an interview
